It stands for the Food Safety and Standards Authority of India. Food business operators (FBO) are required to obtain Food Security and Standard Authority of India Registration and Licensing in India as it is the top body that regulates such food businesses.

What are the type of License under Food Security and Standard Authority of India registration

14 digits number License shall be provided to the Food business operators by the Food Security and Standard Authority of India once the registration of FSSAI gets completed. The Food Security and Standard Authority of India Registration are categorized into 3 types depending upon the business turnover criteria.

Based upon the production capacity of the Food Business Operators, registration under Food Security and Standard Authority of India (FSSAI) can be obtained irrespective of the turnover of such businesses.

Registration or license of Food Security and Standard Authority of India (FSSAI) are provided to Food Processing Units, Slaughtering Units, and Meat processing Units based on the latter criteria.

Basic Food Security and Standard Authority of India Registration -Petty food business operators whose turnover limit exceeds Rs. 12 lac per annum are required to obtain registration of Basic Food Security and Standard Authority of India.
Examples of such petty food business operators are petty retailer, hawker, itinerant vendor or temporary stall holder.

State License of Food Security and Standard Authority of India (FSSAI) –Medium Food Business operators are required to obtain Food Security and Standard Authority of India State trading / manufacturing License whose turnover is between Rs. 12 Lac to Rs. 20 Cr. annually or/additionally.

Central License of Food Security and Standard Authority of India- Manufacturing or Trading or Storage Food Business Operators are required to obtain Food Security and Standard Authority of India Central License whose turnover is exceeds Rs. 20 Cr.

Which documents are needed to register under Food Security and Standard Authority Of India?

Basic Food Security and Standard Authority of India Registration

  • Food Business Operators Photo Identify
  • Food Business Operators Permanent Account Number (PAN) Card.
  • Supporting Documents such as No Objection Certificate issued by Municipality/ Panchayat, Health etc.
  • Form A for informing business details
  • Proof where business premises is under your possession
  • Partnership deed / Incorporation Certificate/ Articles of Association (AOA) etc.

State & Central License of Food Security and Standard Authority of India

  • Completed and Signed Form-B
  • Processing units Blueprint/layout plan (Manufacturing and processing unit only)
  • In case of companies, List of Directors / Partners / Proprietor / Executive Members along with contact details and photo identity are required to be provided.
  • In case of Manufacturing and processing unit, details of machinery used for the manufacturing of food items
  • In case of Manufacturing unit, list of categories of food which are manufactured is required to be provided.
  • The manufacturer is required to provide the authority letter where the person is nominate with the authority.
  • In case of Manufacturing and processing unit, Analysis report of water which is used for manufacturing the food products.
  • Proof of premises, where the possession is under your control.
  • Affidavit of Proprietorship/ / Certificate of Incorporation/ Partnership Deed/ Memorandum of Association (MOA).
  • In case of Co-operatives, Copy of certificate registration obtained under the Cooperative Act is required to be submitted.
  • In case of relabelers and repackers, No Objection Certificate (NOC) & manufacturer License is to be submitted.
  • Where applicable, Food Safety Management System plan and Recall Plan.
  • Where applicable, source of milk and meat are to be disclosed.
  • No Objection Certificate (NOC) issued by the Municipality or local body
  • In case of Hotels, Certificate provided by the Ministry of Tourism (HRACC) needs to be submitted.
  • Form IX is to be filed

For obtaining Central License of Food Security and Standard Authority of India, Additional Document are required such as:

  • Declaration Form
  • In case of Export Oriented Units, Ministry of Commerce Certificate is to be submitted.
  • Documents supporting proof of Turnover of Food Business Operators.
  • No Objection Certificate (NOC) issued by Food Security and Standard Authority of India (FSSAI).
  • In case the person is engaged in the import or export of food products, Import Export Code issued by the Directorate General of Foreign Trade (DGFT)  .

What are the steps to register under the Food Security and Standard Authority of India?

In case of Basic Food Security and Standard Authority of India registration.

  • Application for i.e. Form A is required to be submitted to obtain registration under  FSSAI
  • Department shall intimate in writing within 7 days from the submission of the application regarding whether the application has been accepted or rejected.
  • Registration number and the photo of the applicant shall be there in the registration certificate where the application is accepted by the department.
  • Registration certificate issued by the department shall be displayed by the food business operators at the place of business during the performance of his business activities.

For obtaining License of Food Security and Standard Authority of India

  • Food Business Operators are required to file an application to the Licensing Authority via the Food Security and Standard Authority of India registration process through online mode in order to obtain the Food Security and Standard Authority of India License.
  • Food License application Form B is filed for such application.
  • Self-declaration, affidavit, and Annexure shall be attached with the application where applicable.
  • Depending upon the time limit requested by the Food Business Operators, License of Food Business Operators is issued for a period of 1 to 5 years.
  • Application fees also depend upon the time period for which the license is obtained.
  • Through filing an application, renewal of the license can be requested.

Statutory Fees to be paid

  • Rs. 100 per annum for Basic registration of Food Security and Standard Authority of India (FSSAI).
  • Rs. 2,000 to 5,000 per annum for Food Security and Standard Authority of India state license- (State- wise variation may exists. For actual fees, you can contact the same from Food Security and Standard Authority of India License consultant)
  • Rs. 7500/- per annum for Central License of Food Security and Standard Authority of India.

Penalty in case of Non-Compliance with provisions

Standards and provision prescribed by Food Security and Standard Authority of India regarding the operations of food business activities are required to be complied by the food business operators. Penalties shall be paid in case of any failure of compliance by the Food Business Operators.
